Torrance Transit System (Torrance Transit) is required to develop and submit a Disadvantaged Business Enterprise (DBE) Overall Goal for DBE participation as a condition of receiving federal assistance, pursuant to Section 1101 of the Transportation Equity Act for the 21st Century; 49 CFR Part 26 “Participation by Disadvantaged Business Enterprises in U.S. Department of Transportation Programs”; and the Federal Transportation Administration (FTA) Master Agreement.
Torrance Transit is committed to providing a fair and level playing field with regard to contracting and employment opportunities. Torrance Transit establishes goals, evaluates bids and specifications to identify potential barriers to participation by Disadvantaged Business Enterprises (DBEs) and monitors contracts to ensure the contractors meet their commitments to utilizing listed firms.
After careful consideration of the above and other relevant factors, particularly, Torrance Transit’s historical DBE attainments and its unique contracting program, Torrance Transit’s Proposed Overall DBE Goal for Federal Fiscal Years 2025-2027 is 2.42%. The Proposed Overall DBE Goal and its methodology are available for review for thirty (30) days, from 9:00 a.m. to 3:00 p.m., Pacific Standard Time, Monday through Friday at the Agency located at:

Comments will be accepted on the Goal for thirty (30) days and canbe provided via e-mail. Comments can also be forwarded to the DBE Liaison Officer at the Torrance Transit System, at the above stated address, or via e-mail at TransitDept@TorranceCA.Gov.
Torrance Transit hosted an in-person consultative session for our proposed Disadvantaged Business Enterprise (DBE) goals and upcoming Federally funded projects on Wednesday, July 17, 2024 from 10AM to 12PM PST. Upon request, sign language interpretation, materials in alternative formats and other accommodations are available to the public for Torrance Transit-sponsored meetings and events. All requests for reasonable accommodations must be made at least three working days (72 hours) in advance of the scheduled meeting date.
